Andorra studies creating three new road accesses from Spain and France

Published: Dec 8, 2022
Share

The output capacity of road traffic in Andorra is about 1,000 vehicles per hour thanks to the two lanes that exist both in the direction of customs and from that point into the country. On the other hand, once the drivers cross the border, they come across a N-145 towards La Seu d'Urgell which, for the most part, is one lane in each direction, which reduces the capacity to around 700 cars.

Seu d'Urgell - Andorra road extension

Jordi Gallardo, head of the Andorran Ministry of Territorial Policy and Urban Planning, explained yesterday, Wednesday morning, that he met with the DGT of Spain to promote the creation of a third reversible lane on the N-145 . In this way, in times of massive access the traffic would be more fluid, and the same when there is a situation of exit operation.

As Gallardo has assured, the idea has caught on with his Spanish interlocutor and changes could be seen in the short term .

Direct connection to the Seu d'Urgell Airport

Another of the actions that have been put on the table is an improvement in the connection between Andorra and the Seu d'Urgell airport. To this end, it is proposed to create a new road with an exit from the town from Sant Julià de Lòria and with exclusive use for sustainable transport vehicles (especially electric).

For this project we want to take advantage of the route that already exists, called REC dels 4 Pobles , which is currently used especially for cycling and hiking. It is 36 kilometres long and goes from La Seu d'Urgell to the border of La Farga de Moles (Andorra).

This proposal is part of another more ambitious one that has been under consideration for some time, which includes continuing to the interior of Andorra by means of a tram or cable car service , or a combination of both public transport.

The idea would be to make Sant Juliá de Lória a hub or interchange, so that airport users could take a tram at that point to Escaldes Engordany, and from there, a cable car line like the ones being created in other countries, refer tourists to La Massana or Encamp. In addition to allowing cable travel bypassing the country's traffic, it would be a way of connecting the skiable domains of Grandvalira Resorts.

→ Estimated cost: 130 million euros
→ Cost of cable connection: 110 million euros

New northern exit to France

The third way that Andorra is studying is the creation of a new road to France through Solana del Pas, from the exit of the d'Envalira tunnel in Pas de la Casa to the town of L'Hospitalet-près-l'Andorre. It would shorten the current route by 4 kilometres .

The advantage of this new alternative is that it would run through Andorran territory. Therefore, the maintenance and cleaning of the snow from that road would depend on the Government of the Principality and they would stop encountering so many closures due to the level of classification that France has for this transit route.

→ Estimated cost: 59 million euros.

rail alternative

On the other hand, what is ruled out for the moment is the possibility of connecting Andorra with the rest of Europe by train. Two alternatives were proposed. Connect La Seu d'Urgell with Andorra via Lleida to be able to take advantage of the AVE; or from La Pobla de Segur through Port del Cantó.

And from the border of Andorra to Sant Julià de Loria, which includes two tunnels, to the so-called Pla de Sant Julià where the arrival train station would be built.

→ Cost Alp - La Seu d'Urgell - Andorra: 670 million euros
→ Border Cost - Andorra la Vella: 140 million euros
→ Arrival/departure train stations: 10 to 15 million euros

To France, it was proposed to lay a train line to the French town of L'Hospitalet-près-l'Andorre that would be compatible for both passengers and goods. But here the cost is so high that the possibility of seeing it come true is remote.

→ Cost to Canillo: 1,500 million euros
→ Cost to Encamp: 2,000 million euros
→ Cost to Santa Coloma: 4,000 million euros
→ Arrival/departure train stations: 10 to 15 million euros

Both the governments of Spain and Franca are not in favor of a project that is skyrocketing in price , especially the French one, and that they should assume the majority of the investment, since almost the entire route would run through these two countries.
